Job Purpose:
The Department of Human Settlements, Western Cape Government is seeking to employ a qualified individual to monitor and evaluate departmental performance. The successful candidate will be performing complex administrative functions as well as leading a team to deliver specific goals.

This individual must be willing to travel provincially and nationally. This position is stationed in Cape Town.

Minimum Requirements:

  • A 3-year B-degree/ National Diploma (as recognised by SAQA);
  • A minimum of 3 years' relevant experience in a programme performance and monitoring and evaluation working environment.

Recommendation:
Experience in the following:

  • Monitoring and evaluation systems and processes;
  • Legislation and policy frameworks applicable to Human Settlements;
  • Public Sector performance reporting;
  • Alignment of departmental performance measurement with national and provincial objectives and monitoring frameworks;
  • Correlation of departmental programme information with municipal monitoring information;
  • Evaluation of programme information;
  • Financial and Human Resource Management.

Key Performance Areas:
• Assist with the following: • Integration of all programme information in the Department; • Alignment of departmental programme performance measurements with national and provincial objectives and monitoring frameworks; • Ensure that there is correlation between departmental programme information and municipal monitoring information; • Diagnostic evaluation of programme information; • Preparation and development of recommendations for departmental programmes; • Financial and human resource management.

Competencies:

  • Excellent report writing, facilitation and formulation skills;
  • Good numeracy, statistical, analytical and research skills;
  • Good planning, organising and record keeping skills;
  • Good problem solving as well as dispute resolution/ conflict management skills;
  • Knowledge and interpretation of relevant legislation, Acts, regulations and policies;
  • Proven computer literacy (MS Office packages and the Internet);
  • Communication (written and verbal) skills in at least two of the official languages of the Western Cape.

Remuneration: R 289 761 - R 341 313 per annum (Salary level 9).

Note on remuneration: 
Cost-to-employer (CTE) remuneration packages for certain occupation-specific dispensations (OSD), the middle-management service (MMS) and contract positions are inclusive of all costs related to service benefits or obligations including basic salary, 13th cheque, medical assistance, housing assistance, pension-fund contributions, etc. 

MMS remuneration packages are flexible and may be individually structured as prescribed. 
Where remuneration is not indicated as CTE, employees' service benefits or obligations are funded or co-funded in terms of the applicable prescripts or collective agreements.
